Cesar Covarrubias has served as a Community Housing Development Organization (CHDO)* member on the Jamboree board since 2009. Currently, he serves as Secretary of Jamboree's Board of Directors, holds positions on the Business Development, Finance and Personnel Committees, and is chair of the Resident Services Committee.

He is the Executive Director of The Kennedy Commission – a collaborative of community members that advocates for the production of homes for Orange County families earning less than $20,000 annually. Cesar has directed advocacy, education and outreach activities that develop solutions to housing needs and unite communities across Orange County to support affordable housing developments. And, it's why he was recognized on the 2016 Orange County Register 100 Most Influential.

In his previous work for the Fair Housing Council of Orange County, Cesar became both an expert in affordable housing and land-use policy, and focused his attention on fostering diversity and preserving dignity and human rights.

Cesar holds a law degree from Thomas Jefferson School of Law and a bachelor’s degree in Political Science from California State University, Fullerton.


*Jamboree is a Community Housing Development Organization (“CHDO”) and has board members who meet the criteria to participate on the Jamboree board as its designated CHDO participants. A CHDO (pronounced cho’do) is a private nonprofit, community-based service organization whose primary purpose is to provide and develop decent, affordable housing for the community it serves and is eligible to receive funds from the Department of Housing and Urban Development’s HOME program.
